  • Organizing the public accounting system and the budget of Macao Special Administrative Region (MSAR), guiding and facilitating their operations and implementations to ensure the proper management of MSAR finance;
  • Suggesting proper and effective allocations for short-term and mid-term resources. Proposing measures for the eliminations of deficits or the allocations of surplus;
  • Advising and assisting in the setting up of investment policies for the public sectors of MSAR, to ensure the proper compilations and executions of the government investment plans;
  • Maintaining relationships between the Treasury and the agent banks as well as other entities, supervision on the transfer of public funds and the management of government cash flows; organizing the accounting system and bookkeeping activities;
  • Managing the tax administration of the MSAR to ensure its compliance with the laws concerned and to maintain public interest when it is offended;
  • Implementing tax policies of MSAR, evaluating the policies effectiveness on different aspects such as the public finance, the economy and the society;
  • Inspecting taxation and public finance activities, preventing and correcting anomalies;
  • Managing durable assets of the MSAR as stipulated by law;
  • Monitoring the contract fulfillments that are of interest to the MSAR;
  • Assisting in the collection of public funds and receivables, monitoring the principle and interest payments and evaluating its mid- and long-term influence on fiscal policy;
  • Supervising of fiscal activities, and providing consultative advice as necessary on the granting of government guarantees, or on the acquisition as well as transfer of financial assets of the MSAR, and its services, autonomous agents and Municipal Affairs Bureau;
  • Developing IT projects within the competences of the Financial Services Bureau so as to assist the authorities;
  • Advising on the drafting of contracts or regulations within the competences of the Financial Services Bureau;
  • Conducting surveys and research works that are necessary for the implementation of the fiscal policies and preparing adequate legal documents;
  • Formulating and implementing currency, financial and foreign exchange policies in cooperation with the Monetary Authority of Macao well as other entities in the financial area;
  • Participating in activities of international organizations that are within the attributions of the Financial Services Bureau;
  • Assisting in the participation of the negotiation of international treaties concerning tax affairs, and implementing its follow-up actions.
